The Stanford Center on Early Childhood, an initiative of the Stanford Accelerator for Learning, seeks 2-3 full time Program Managers to join our team. The Program Manager will work under the supervision of the Director of the RAPID Survey (RAPID) to plan and administer one of three major pillars of RAPID; national, state, or community-based programming. Each Program Manager will lead and supervise the team that implements one of these key pillars, working closely under the direction of the Director of the RAPID Survey to ensure the timely delivery of high-quality work.

POSITION SUMMARY

The Program Manager will work under the direction of the Director of the RAPID Survey to oversee the implementation of the RAPID Survey in community, state, or national contexts. The person in this role will lead a nationally-distributed team that consists of Project Leads, Research Coordinators, Data Managers, and Data Analysts who are responsible for relationship and project management, survey design and implementation, data cleaning and management, and analysis of survey results. The person in this role must have very strong leadership and supervision skills along with expertise in survey research methodology to ensure the project team delivers high-quality work at an accelerated pace. The successful candidate will also have expertise in the relevant area, i.e., community, state, or national advocacy, policy, or research.

The Program Manager will play a vital role in supporting operations, advancing partnerships, and expanding RAPID’s capacity to provide timely, actionable, relevant data and parent and child care provider voices to those who can use it. RAPID began as a program of two national surveys of households with children under age 6 and the child care workforce. Led by Philip Fisher, Stanford Center on Early Childhood Director, the RAPID National Survey administers monthly surveys on a rapid-cycle schedule, and has collected data from more than 20,000 households and 7,000 child care providers in all 50 states. Begun as a pandemic response, the survey and data continue to be used to inform policy, advocacy, academic, and practitioner audiences on the experiences, challenges, and strengths of parents of young children and child care providers. The goal is to support parent- and provider-driven policies and programs that equitably and effectively serve families, providers, and young children. A significant portion of RAPID’s mission is now designing and implementing community-based surveys in partnership with local organizations. In communities, RAPID applies its rapid-cycle survey development, data collection, and data dissemination processes in partnership with community organizations across the US, to support local decision makers with timely parent data and voices. RAPID’s community partners represent neighborhoods, cities, and counties.

The RAPID Survey Project is also now increasingly expanding to include state-level surveys. Currently deployed in California, Ohio, and Connecticut, and launching oversampling efforts in Hawaii and Vermont, RAPID seeks to provide state-specific data that can inform decisions and policies at the state level with the intent to expand to additional states in the near future. Each of these three pillars (national, community, state) will have a Program Manager supervising that team and reporting to the Director of the RAPID Survey. The Program Manager for each of these pillars must have relevant professional experience and expertise in the area they will be leading.

The RAPID team is both a hybrid and remote team with team members in three time zones; skills related to building and leading a hybrid and remote team are essential. The Program Manager will use their outstanding communication and supervision skills and understanding of research methodology along with their specific community, state, or national expertise to oversee a team that includes highly technical staff. The person in this role will liaise with staff across the SCEC to gather and share information, develop relationships with collaborators and stakeholders, and design and execute project plans. The Program Manager will use their experience working with organizational leaders to oversee projects and activities that include engagement with senior advisors, faculty, consultants, and early childhood leaders and experts outside of the SCEC. The ideal candidate will have expertise in research methodology, early childhood development, and community-based research, as well as organizational and project management skills, experience working in community, policy, or advocacy contexts and the ability to establish authentic and collaborative engagement with community-based organizations and early childhood professionals.

Your primary responsibilities will include:

Develop and manage research programs by conducting program activities, including outreach to varied stakeholders within the program, assigning resources and making program improvement recommendations that impact policies and programs.
Identify, recommend and implement opportunities for new program development.
Source, collect and analyze data, create reports, review and explain trends; formulate and evaluate alternative solutions and/or recommendations to achieve the goals of the program or function.
Write and/or edit complex content for program activities.
Contribute to and inform on strategic program/entity planning and related funding and financial sustainability.
May advise students and/or coach/mentor clients.
Develop or contribute to outreach strategy related to program communications, development, partnerships, and fundraising/funding.
Supervise, coach, and mentor program staff.

To be successful in this position, you will bring:

Bachelor’s degree and three years of relevant experience or combination of education, training, and relevant experience.
Advanced degree may be required for some programs.
For jobs with financial responsibilities, experience managing a budget and developing financial plans.
Ability to develop program partnerships and funding sources.
Excellent oral, written, and analytical skills, exhibiting fluency in area of specialization.
Ability to oversee and direct staff.
Basic knowledge of managing budgets and developing financial plans.

Preferred Education & Experience:

Advanced degree and at least five years of relevant experience
Experience in leading and supervising a team with a diverse range of skills and expertise
Ability to supervise a geographically dispersed team
Advanced experience in survey research, methodology and/or data analysis
Advanced experience working in community system, state-based, or national organizations, with a focus on policy, advocacy, or research organizations
Experience in developing and enhancing relationships with organizations that serve and advocate for under-represented communities
Ability to and experience working with a diverse group of stakeholders, including community members
Experience working in the fields of early childhood development, education, public health, social work or healthcare
Experience managing complex projects or programs
Excellent organizational skills

The expected pay range for this position is $77,131 to $130,000 per annum depending on region.
